Sir, Why are further floods inevitable? Because road drains will block up. And why will road drains block up?
First, because those big machines that suck up debris from drains no longer come round. Second, because there is a lot of rubbish, and even weeds, accumulating in the kerbside and no one comes round to clear it up.
So, the next time there is a lot of local rain, there will be local flooding.
